Role Overview

Confidential Client is seeking an entry-level Traffic Engineering professional to support traffic study, design, and field operations across state Department of Highways (DOH/DOT) projects. This role is hands-on and ideal for new grads or early-career engineers who want practical experience preparing traffic control plans, signal timing, signing/striping plans, and crash data analysis while working with multidisciplinary teams.

This is a full-time, permanent position based in Morgantown, WV. Candidates should expect a mix of office work, field visits, and collaboration with municipal/state agencies.


Responsibilities

  • Prepare traffic control, signing, pavement marking, signal, lighting, and Intelligent Transportation Systems (ITS) plan sets and specifications.
  • Support development and implementation of traffic signal timing parameters and perform operational checks to verify proper function.
  • Collect field data (sight distance, traffic counts, crash data, infrastructure inventory) and prepare special studies and reports.
  • Use GIS and LRS tools to update and maintain crash databases and produce detailed crash studies.
  • Review construction plans for traffic-related accuracy and provide technical comments.
  • Provide technical assistance to construction inspectors and verify construction conforms to WVDOH traffic specifications and plans.
  • Create, update, and archive as-built plans and prepare work orders for signal, signing, and pavement marking modifications.
  • Assist with implementing temporary and permanent traffic control plans in the field and verify lighting, signing, and striping meet specifications.
  • Respond to public and client inquiries by translating technical information into clear, actionable guidance.

Minimum Qualifications

  • Bachelor’s degree in Civil Engineering or related field.
  • Any level of experience in traffic engineering is considered; entry-level and recent graduates are encouraged to apply.
  • Strong familiarity with WVDOH design standards, specifications, and procedures.
  • Ability to communicate clearly in writing and verbally and to work both independently and in teams.
  • Reliable, professional, and able to perform field visits and client interactions as required.

Preferred Skills & Tools

  • Proficiency with Civil 3D, OpenRoad Designer, Synchro, or similar traffic/roadway design tools.
  • Experience with GIS software and Transportation Information Systems (TIS) for mapping and reporting.
  • Familiarity with signal timing, ITS components, and traffic operations analysis.
  • Knowledge of construction plan preparation and field inspection practices.
  • Experience using Linear Referencing System (LRS) methods for crash and roadway analysis.
  • Basic project management familiarity (e.g., MS Project) is a plus.
