Role Overview

Confidential Client is hiring multiple Temporary Housing Specialist I / II positions based in Riverside, CA. These roles support assisted housing programs (including Section 8) by performing eligibility determinations, conducting unit inspections to HUD HQS standards, providing in-person outreach and client support, managing caseloads, and connecting residents to resources. This is a temporary assignment with full-time expectations.

Key Responsibilities

• Perform initial, annual, special, and move-out inspections of assisted housing units and ensure compliance with HUD Housing Quality Standards (HQS).
• Determine applicant and participant eligibility for assisted housing programs; calculate rents and benefits; maintain accurate case records.
• Provide in-person support and outreach to program participants, property owners, and the general public.
• Conduct homeless outreach, manage caseloads, and facilitate connections to housing and supportive services.
• Prepare reports, contracts, leases, work orders and related documentation; negotiate rent agreements with property owners.
• Investigate complaints, mediate tenant/owner issues, and recommend corrective actions.
• For assignments in weatherization: assess dwellings for eligibility and energy-efficiency measures (Title 24/Part 6), prepare work orders, and perform follow-up inspections.
• Travel locally as needed for inspections and client outreach; role requires standing and field work.

Minimum Qualifications

• Housing Specialist I:
  • Preferred: Minimum 1 year of housing program eligibility, social services, or related experience; OR 1 year of general construction/trade experience (e.g., carpentry, HVAC, electrical).
  • Education: High school diploma or equivalent. Additional coursework in social sciences or a related field is desirable. A bachelor’s degree may substitute for program eligibility experience.
  • Skills: Basic interviewing, recordkeeping, math skills, and familiarity with Microsoft Excel, Word, and Outlook.
• Housing Specialist II:
  • Typically requires two years of full-time experience performing Housing Specialist I duties, or two years in Section 8/assisted housing programs, or two years of construction/trade experience.
  • Demonstrated knowledge of Section 8 policies, HUD HQS, and related federal/state/local regulations.
• Other requirements (both levels):
  • Ability to perform physical inspections and estimate repair needs.
  • Ability to communicate clearly and work with diverse populations.
  • Must have or be able to obtain a valid California driver’s license and maintain an insurable driving record if assigned field inspections.
  • Must be legally authorized to work in the U.S. at the time of application.

Preferred Skills

• Experience with homeless outreach and case management.
• Proven customer service experience in a public agency or nonprofit environment.
• Familiarity with weatherization program assessments and basic energy-efficiency standards.
• Prior experience negotiating leases, processing damage claims, or working with mental health or board-and-care facilities.

Schedule, Compensation & Location

• Schedule: 9/80 work schedule (varies by assignment).
• Employment Type: Temporary, Full-time.
• Location: Riverside, CA — in-person work is the standard; limited hybrid/telework may be considered per management discretion.
• Pay: $52,478.40 - $79,872.00 annually (provided by the client).
