Overview

Confidential Client is seeking an entry-level Technical Writer / Proposal Analyst to join a mission-focused team. This fully remote role (U.S. only) combines proposal writing and technical documentation: you will turn solicitation requirements into compliant, persuasive proposal content and produce user-facing technical documentation (user guides, SOPs, knowledge-base articles, training materials). You will interview subject matter experts (SMEs), translate technical material into clear plain language, and work with capture, proposal, and delivery professionals who will provide coaching and guidance.

Responsibilities

  • Mission Alignment & Strategic Support

  • Create and maintain organizational charts and SharePoint sites to organize and distribute business-unit information.

  • Convert government-provided materials into internal training and knowledge-sharing content.

  • Proposal Development

  • Analyze solicitation requirements (RFPs, RFIs, RFQs) and draft compliant, compelling proposal sections.

  • Support or lead past performance and resume development with supervisory review.

  • Use proposal best practices (storyboarding, iterative reviews) to align assigned sections with win themes and overall strategy.

  • Proofread, format, and deliver required artifacts on schedule.

  • Technical Documentation

  • Produce and maintain user guides, SOPs, help content, FAQs, quick-reference guides, and training materials for non-expert audiences.

  • Conduct SME interviews and information-gathering sessions to convert technical content into usable documentation.

  • Create or support visual aids (diagrams, process flows, charts, infographics) to clarify procedures and workflows.

  • Collaboration & Quality

  • Work closely with SMEs, project managers, analysts, and government stakeholders to gather details and document processes.

  • Ensure consistency in style, formatting, terminology, and branding across documents and proposals.

  • Apply templates, style guides, and government formatting standards (including accessibility considerations) to deliver professional-quality products.

  • Adhere to security and organizational requirements; perform other duties as assigned.

Qualifications

Required

  • Bachelor’s degree (or equivalent experience); 1–3 years relevant experience preferred.
  • Experience responding to government solicitations (RFPs, RFIs, RFQs) or demonstrable proposal-writing experience.
  • Demonstrated ability to write both non-technical and technical content (past performance sections, resumes, user guides, SOPs).
  • Strong interviewing, editing, and proofreading skills with attention to consistency and formatting.
  • Comfortable working in document templates and following style guides.
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint).
  • Ability to manage competing deadlines in a fast-paced, deadline-driven environment.
  • Ability to obtain and maintain a Suitability/Public Trust clearance.

Preferred

  • Familiarity with Section 508 accessibility and other government documentation standards.
  • Experience with SharePoint, Confluence, MadCap Flare, or ServiceNow knowledge bases.
  • Familiarity with visual tools (Visio, Lucidchart, Illustrator) for diagrams and process flows.
  • Experience writing past performance or resumes for government proposals.
  • Understanding of government program operations or experience supporting government IT programs.
