What You’ll Do

This entry-level Technical Analyst Trainee will join the Permitting Section in the Division of Air Quality to support permitting, compliance research, permit drafting, and field inspections under the close supervision of a licensed professional engineer. This is a training role with on-the-job learning and opportunity to develop technical knowledge of air quality regulations and engineering practices.

• Review and process New Source Review permit applications to ensure compliance with applicable state and federal air pollution control laws and sound engineering practices.
• Research facility permit histories and current compliance status.
• Prepare draft permits and associated documents for accuracy and completeness.
• Compose technical reports with recommendations, conclusions, and findings.
• Communicate with the public, facility staff, and other agencies when appropriate.
• Maintain and expand knowledge of state and federal air quality regulations and pollution control technologies.
• Prepare reports and correspondence and update electronic records regularly.
• Support administrative enforcement procedures when needed.
• Conduct field inspections (may involve walking over rugged terrain and working in inclement weather).
• Perform other duties as assigned.

Qualifications

Minimum requirements:

• Bachelor’s degree from an accredited college or university with a major in civil, electrical, mechanical, environmental, or chemical engineering.
• OR a bachelor’s degree from an ABET-accredited program in Civil, Electrical, Electrical Design, Mechanical, Chemical, or Mining Engineering Technology.
• Valid driver’s license required (candidate will be subject to Motor Vehicle Record check).
• Strong written and verbal communication skills.
• Computer literate and proficient with Google Workspace.
• Regular attendance is essential.
• Applicants may be required to complete an online profile assessment that evaluates reasoning, behavior traits, and job interests.

• At the appointing agency’s discretion, competitive candidates may receive a probationary appointment pending degree verification. The qualifying degree must be verified before certification as permanent.

Compensation & Benefits

• Salary range: $48,098 - $84,558 per year (PG: 18). Market Rate: $75,122.
