Role overview

Confidential Client is seeking a Staff Services Analyst I (IMS) to support public social services and child protective services programs in Sacramento, CA. This is an entry-level professional analyst role performing administrative, fiscal, program, and staff development analyses. The position is full-time. Hourly pay: $31.92–$38.80.


What you’ll do

This role includes a range of analytical and program-support duties. Typical responsibilities:

  • Perform administrative and program analyses within assigned divisions.
  • Gather, tabulate, analyze, and present data (reports, charts, tables).
  • Review program updates, policies, notices, and recommend procedural changes.
  • Conduct research, surveys, and statistical analyses; identify trends and recommend improvements.
  • Support fiscal activities: budget preparation, fund balance projections, and contract/grant monitoring (if assigned fiscal option).
  • Develop and present materials and recommendations to committees, staff, and community groups.
  • Coordinate with IT staff or consultants to analyze business process requirements and develop automated solutions.
  • Plan and support design/implementation of programs, procedures, and quality assurance activities.
  • Provide advice and interpretation of policies, rules, and regulations to internal staff and external partners.
  • May supervise clerical/technical staff and provide training as needed.
  • Investigate client complaints and prepare documentation related to appeals or hearings.
  • Collaborate with other county departments and outside agencies on cross-functional projects.

Minimum qualifications

Candidates must meet one of the following patterns:

  • Pattern 1: Graduation from an accredited four‑year college or university with a bachelor’s degree; OR
  • Pattern 2: Two (2) years (60 semester or 90 quarter units) of college coursework AND one (1) year of full‑time experience in a comparable classification (examples: Eligibility Specialist III, Integrated Case Worker III, Social Worker II, Accounting Technician, Child Support Specialist III, Staff Services Specialist); OR
  • Two (2) years of full‑time experience at a technical level performing general administrative, personnel, fiscal, staff development, or program work.

Substitution: Additional progressively responsible para‑professional experience performing complex technical duties may be substituted for required education on a year‑for‑year basis.


Preferred skills & knowledge

  • Strong analytical, research, and written communication skills.
  • Ability to interpret legislation, regulations, contracts, and policies.
  • Experience with spreadsheets, databases, and presentation tools.
  • Project management and budgeting experience (for fiscal option).
  • Training design and delivery experience (for staff development option).
  • Comfort presenting findings to committees, management, and the public.
  • Ability to work with diverse populations and handle sensitive or confrontational situations.
  • Spanish language skills are a plus but not required.

Selection & exam information

  • Selection is based on a Training & Experience Examination (weighted 100%).
  • Candidates must complete the entire examination. A minimum rating of 70% is required to be placed on the eligible list.
  • Qualifying applicants will be notified by email with instructions for completing the exam.
  • Retest period: six (6) months from the established eligibility date.
  • Special testing arrangements are available for disability, military, or religious reasons (contact the hiring office as instructed upon exam notification).

Compensation & employment details

  • Employment type: FULL_TIME
  • Pay range: $31.92–$38.80 per hour (hourly). This range is provided by the confidential client and displayed here for transparency.
  • This position is not eligible for visa sponsorship; applicants must be authorized to work in the U.S. without sponsorship.
  • Position may require pre‑employment screening, background checks, and fingerprinting. A valid driver’s license may be required at appointment (exceptions for disability considered case‑by‑case).

Location & workplace

  • Job location: Sacramento, CA (on‑site or location as specified by confidential client). Travel or occasional off‑site meetings with county/agency partners may be required.
