What You’ll Do
The confidential client’s Bureau of Public Health Clinics seeks a Senior Data Analyst to compile, maintain, and analyze clinic and program data to inform operations, resource allocation, and public-health-focused research and evaluation. You will work under the supervision of the Director of Data Analytics and Evaluation and partner across clinical teams, outreach, academic collaborators, and external stakeholders.
- Build and maintain frozen datasets from multiple sources (medical records, REDCap, local databases) for use by bureau analysts.
- Create standardized variables and case definitions for demographics, operations, and clinical outcomes to support routine and ad-hoc reporting.
- Synthesize multiple data streams into dashboards that summarize key metrics for clinics, outreach, workforce, programs, and administration.
- Develop and maintain expertise with Epic and other EMR tools to support a local clinic medical-record database and canned reports.
- Conduct analyses applying a public-health and social-justice lens to estimate service demand, inform resource allocation, operationalize workflows, and reduce patient barriers to care.
- Provide technical support for data exchange, evaluation projects, and grant-funded work—drafting specifications, advising on design decisions, performing quality control, and preparing/transferring datasets.
- Lead study design and analytic work for research and evaluation projects that inform senior decision-making and contribute to peer-reviewed publications.
- Prepare public reports, presentations, and manuscripts that synthesize findings from analytic and evaluation projects.
Preferred Skills & Technical Qualifications
- Expertise in R, SAS, and SQL for data cleaning, analysis, and reproducible reporting.
- Experience designing and building dashboards to communicate public-health metrics clearly to diverse audiences.
- Experience working with electronic medical records or large healthcare datasets; Epic experience preferred.
- Strong attention to detail, written and verbal communication, and problem-solving skills.
- Ability to manage multiple, diverse assignments independently and collaboratively.

Minimum Qualifications & Education
To meet minimum qualifications for the Civil Service assignment (City Research Scientist series):
- Assignment Level I (public health): A master’s degree in an appropriate field (physical, biological, environmental sciences, or public health).
- For Assignment Level II and above: one of the following
- A doctorate in an appropriate field and one year of full-time supervisory/administrative/research experience; or
- A master’s degree and three years of responsible full-time research experience in the appropriate field; or
- Equivalent combinations of education and experience as described above. (Two years as City Research Scientist Level I can substitute for some experience requirements.)
- Appointments are subject to a minimum probationary period of one year.
