What You’ll Do

As a Research Data Analyst II supporting a Confidential Client in Government Administration, you will:

• Lead complex research and data analysis to produce robust fiscal estimates and policy impact assessments.
• Develop, document, and maintain forecasting models and analytic approaches for children’s and other social services programs.
• Integrate multiple data sources to produce evidence-based recommendations and be prepared for review by senior management and external stakeholders.
• Draft clear technical and non-technical written analyses, briefings, and budget materials for decision-makers.
• Present findings orally to internal teams, executives, and stakeholders to inform budget and policy decisions.
• Mentor junior analysts and take lead responsibility on high-visibility projects; serve as acting manager when required.
• Collaborate across branches and stakeholder groups to ensure analytic assumptions reflect program, funding, and policy realities.

Minimum Qualifications

• Bachelor’s degree (as listed in the classification specification).
• Demonstrated experience in research and data analysis, including the ability to conceptualize and develop fiscal estimates that consider multiple variables (e.g., funding, policy, data integration).
• Strong analytical reasoning and the ability to work independently with minimal direction.
• Experience preparing written analyses and delivering oral presentations to support important decision-making.
• Ability to interpret statutes, regulations, and policy guidance and apply them to fiscal and program analyses.
• Strong collaboration skills to work effectively across teams and with external stakeholders.

Preferred Qualifications

• Experience in fiscal forecasting or budget analysis for public programs.
• Prior work producing analyses for children’s programs or local assistance budgets.
• Experience mentoring or supervising less experienced staff.
• Familiarity with data integration, quality assurance, and communicating technical assumptions clearly to non-technical audiences.

• Location: Sacramento, CA (must be eligible to work in the U.S. — see Special Requirements).
• Work model: Hybrid (combination of on-site and telework as defined by the Confidential Client).

Compensation

• Posted salary range (Research Data Analyst II): $6,647 — $8,325 per month (USD).
• Annual equivalent: approximately $79,764 — $99,900 per year (USD).
• Note: New-to-State candidates may be hired at the minimum of the classification or minimum of an alternate range where applicable. Exact salary offer will depend on experience, classification, and applicable hiring rules.

• A Statement of Qualifications (SOQ) is required and must not exceed two pages (12-point Arial). The SOQ must address the specific questions requested by the hiring unit (project examples, estimating policy impacts, presentation experience).
