Position Overview

Confidential Client is seeking an entry-level Public Policy Researcher to support regulatory, policy, and economics research in energy, environment, and planning domains. This is a full-time role with flexible location options: Waltham, MA; Reston, VA; or fully remote (U.S. based). You will work on applied research and consulting projects for federal, state & local, academic, and non-profit clients, contributing quantitative and qualitative analysis to inform policy and regulatory decisions.

What You’ll Do

• Conduct literature reviews and synthesize information from technical reports, rulemaking documents, and policy literature.
• Collect, clean, and analyze data to inform policy decisions and regulatory analysis.
• Contribute to memoranda, technical background documents, and regulatory support materials.
• Draft clear report text that summarizes quantitative analyses and policy implications.
• Perform quantitative and qualitative analyses of market feasibility, economic impacts, and regulatory effects.
• Collaborate with multidisciplinary teams (economists, planners, environmental scientists, engineers) and interact with clients to develop methodology and present findings.
• Support business development by contributing to strong deliverables and client-facing communications.

Minimum Qualifications

• Bachelor’s degree in public policy, economics, urban planning, geography, environmental policy, or a related field.
• Strong writing skills and an ability to communicate technical results clearly to non-technical audiences.
• Demonstrated quantitative reasoning and data analysis capabilities.
• Eligible to work in the U.S.

Preferred Qualifications

• Experience using R (preferred) or another structured programming language (Python, Stata) for data analysis.
• Experience working with demographic and socioeconomic datasets.
• Prior experience in a client-focused, project-based consulting environment.
• Familiarity with economics and policy/regulatory analysis methods, federal rulemaking, or federal environmental and natural resource regulations.
• Proficiency with Microsoft Office (Word, Excel, PowerPoint).
• Ability to manage multiple tasks and deadlines in a fast-paced environment; comfortable working independently and within teams.

Compensation

• Pay range (full-time): $46,004 — $78,207 (Nationwide, Remote Office US99). Final pay is based on experience, location, and qualifications.
