What You’ll Do

  • Provide cost, schedule, and funding planning, reporting, monitoring, and analytical support to Program Managers, including development of Work Breakdown Structures (WBS), Basis of Estimates (BOEs), and time-phased budgets and schedules.
  • Assist with project setup in accordance with contractual terms, conditions, and requirements.
  • Prepare program financial Estimates at Complete (EAC) and meet required submission deadlines.
  • Enter and update the monthly corporate forecast for supported programs.
  • Identify project risks and opportunities; partner with Program Management, Contracts, Procurement, and Finance/Accounting to support resolution.
  • Support review and assessment of contract modifications and advise Program Management on potential impacts.
  • Perform analytical reviews and accuracy checks of cost reporting documentation.
  • Prepare variance analyses and associated reporting for program leadership.
  • Develop financial Contract Data Requirements List (CDRL) deliverables and ensure timely, accurate submissions to customers.
  • Perform ad hoc financial analyses at the request of the Program Management Office (PMO) or other stakeholders.
  • Monitor funding status and provide timely, detailed notifications of funding levels by line item as needed.
  • Support accounts receivable during billing by monitoring billing status and collaborating to resolve unbilled issues promptly.
  • Assist in preparing subcontractor and vendor accruals in accordance with GAAP and internal policies.
  • Ensure program revenue and profit are recorded in alignment with the EAC.
  • Maintain compliance with GAAP, Sarbanes-Oxley, the Federal Acquisition Regulation (FAR), and company policies related to contract performance and financial reporting.
  • Perform additional duties as assigned.

What You Must Have

  • 3 years relevant experience with a Bachelor’s in a related field; or 1 year relevant experience with a Master’s; OR High School diploma (or equivalent) with 7 years relevant experience.
  • Ability to obtain and maintain an active DoD Secret clearance.
  • Intermediate proficiency with Microsoft Excel and Office; working knowledge of relevant financial/project software.
  • Solid understanding of budgeting, forecasting, EAC development, and cost/schedule performance tracking.
  • Strong communication and presentation skills — able to translate financial data into actionable insights.
  • Strong organizational skills with ability to manage multiple priorities and meet deadlines.
  • Customer-service orientation and ability to build effective working relationships across functions.
  • High attention to detail and proactive identification of discrepancies or risks.

Preferred Qualifications

  • Experience using Deltek Costpoint for project setup, reporting, and cost management.
  • Familiarity with OneStream for forecasting, reporting, or consolidation.
  • Background working with government contract types (e.g., CPFF, FFP, T&M, CPAF, CPIF, hybrid structures).
  • Prior experience supporting programs in defense, maritime, or mission-technology environments.

Compensation & Benefits

  • Anticipated salary range: $58,877 – $65,000 per year (good-faith estimate based on role and location). Final offers consider experience, education, and skills.
  • Typical benefits include medical, dental, vision, 401(k)/savings plans, paid time off, tuition assistance, and other employee resources. Bonus or other non-recurrent compensation may be available and will be discussed during screening if applicable.

Location & Schedule

  • Location: Newport News, VA (on-site presence expected; remote or hybrid schedule may be authorized after the required training period).
  • Travel: Minimal (approximately 0–10%).

  • This role reports to the Project Control Supervisor and partners closely with Program/Project Managers, technical leads, and functional teams (Contracts, Finance, Accounts Receivable, Subcontract Management, Procurement).
