Overview
Confidential Client is seeking a Project Controller (Pgm Cost Control Analyst 2) to support program financial planning, cost/schedule performance tracking, forecasting, and reporting for defense and national security programs. This is a full-time position based in Hampton Roads, VA. A remote or hybrid work schedule is authorized after the training period.
What You’ll Do
- Provide cost, schedule, and funding planning, reporting, monitoring, and analytical support to Program Managers, including developing Work Breakdown Structures (WBS), Basis of Estimates (BOEs), and time-phased budgets and schedules.
- Assist with project setup in accordance with contractual terms, conditions, and requirements.
- Prepare program financial Estimates at Complete (EAC) and meet required submission deadlines.
- Enter and update monthly corporate forecasts for supported programs.
- Identify project risks and opportunities; partner with Program Management, Contracts, Procurement, and Finance/Accounting to support resolution.
- Review and assess contract modifications and advise Program Management on potential impacts.
- Perform analytical reviews and accuracy checks of cost reporting documentation.
- Prepare variance analyses and associated reporting.
- Develop financial Contract Data Requirements List (CDRL) deliverables, ensuring customer requirements are met and submissions are accurate and timely.
- Perform ad hoc financial analyses at the request of the Program Management Office (PMO) or other stakeholders.
- Monitor funding status and provide timely notifications of funding levels by line item.
- Support accounts receivable and billing by monitoring billing status and collaborating with Finance, Contracts, Accounting, and the PMO to resolve unbilled issues.
- Assist in preparing subcontractor and vendor accruals in accordance with GAAP and internal policies.
- Ensure program revenue and profit are recorded in alignment with the EAC.
- Maintain compliance with GAAP, Sarbanes-Oxley, the Federal Acquisition Regulation (FAR), and company policies related to contract performance and financial reporting.
- Perform additional duties and responsibilities as assigned.
What You Must Have
- 3 years relevant experience with a Bachelor’s in a related field; or 1 year relevant experience with a Master’s; or High School Diploma (or equivalent) with 7 years relevant experience.
- Ability to obtain and maintain an active DoD Secret clearance.
- Intermediate proficiency in Microsoft Excel and Office; working knowledge of relevant project/finance applications.
- Understanding of budgeting, forecasting, EAC development, and cost/schedule performance tracking.
- Strong communication and presentation skills; ability to translate financial data into clear insights for diverse stakeholders.
- Strong organizational skills and the ability to manage multiple priorities and meet deadlines.
- Customer-service orientation and the ability to build effective working relationships.
- High attention to detail with strong accuracy in financial data, documentation, and reporting.
Preferred Requirements
- Experience using Deltek Costpoint for project setup, reporting, and cost management.
- Experience with government contract types (CPFF, FFP, T&M, CPAF, CPIF, and hybrid structures).
- Experience using OneStream for forecasting, reporting, or consolidation.
Physical Requirements
- Normal job performance will require only minor lifting and carrying of boxes of records or equipment.
Compensation & Benefits
- Anticipated salary range (good-faith estimate): $58,877 — $65,000 per year.

Location & Work Schedule
- Work location: Hampton Roads, VA. Onsite presence required during training; remote/hybrid allowed after training per program policy.
