Overview

Confidential Client (public-sector county employer) is hiring for Planner I, Planner II, and Planner III positions to support land use planning, zoning, and community development. These roles involve reviewing applications, enforcing ordinances, supporting county commissions and committees, conducting public meetings, and coordinating with developers and agencies to implement the County General Plan.


Compensation & Benefits

  • Hourly pay ranges:
    • Planner I: $22.00 - $26.00 per hour
    • Planner II: $27.00 - $32.00 per hour
    • Planner III: $32.00 - $36.00 per hour
  • Benefits:
    • Medical, dental, and vision insurance (Confidential Client pays 80%–95% of premiums)
    • Retirement contributions to Utah Retirement Systems (URS)
    • Paid Time Off (PTO) accruing from hire date
    • 108 hours of paid holidays annually

Essential Functions / Key Responsibilities

  • Assist with daily department operations: land use studies, ordinance development, permit review, and project monitoring to ensure alignment with the County General Plan.
  • Interpret and apply county zoning, planning, nuisance, and solid waste ordinances.
  • Provide staff support and technical advice to the Board of County Commissioners, Planning Commission, Public Lands Committee, and Trails Committee.
  • Lead and participate in public meetings, hearings, and community engagement to gather input and explain planning initiatives.
  • Identify and apply for project funding and grants; manage grant compliance for planning projects (e.g., trails development).
  • Develop and maintain comprehensive planning documents and translate policy into actionable plans.
  • Coordinate planning research and program development with other county departments and governmental agencies.
  • Oversee subdivision reviews, zoning proposals, land acquisitions, and building permit compliance.
  • Prepare reports and recommendations for elected officials and external agencies.
  • Perform other related duties as required.

Planner I — Entry-Level Professional Planner

Primary responsibilities

  • Provide public assistance on zoning, site plan review, and conditional use permits.
  • Conduct field studies, surveys, and data collection.
  • Assist boards and commissions as a technical resource.
  • Draft maps, charts, and other planning illustrations; perform site visits and variance investigations.

Minimum qualifications

  • Bachelor's degree in Urban Planning, Public Administration, Geography, Environmental Studies, Landscape Architecture, or a related field.
  • 1–2 years of relevant planning or zoning experience (or equivalent combination of education and experience).

Planner II — Intermediate-Level Professional Planner

Primary responsibilities

  • Implement departmental work plans and monitor compliance with ordinances.
  • Research policy and zoning regulations; prepare reports and present findings.
  • Draft proposals for zoning amendments; lead feasibility studies and progress reports.
  • Coordinate projects with county departments and external agencies; engage with the public and developers.

Minimum qualifications

  • Bachelor's degree in Urban Planning, Public Administration, or a related field.
  • 3–5 years of progressively responsible planning or zoning experience (or equivalent).
  • AICP certification recommended if degree is from an accredited planning program.

Planner III — Senior-Level Planner / Project Lead

Primary responsibilities

  • Lead planning projects; supervise and mentor junior planners.
  • Conduct in-depth research and prepare written reports and recommendations for elected officials and commissions.
  • Develop zoning and planning policy proposals; monitor project progress and public engagement.
  • Collaborate with government agencies and developers to ensure regulatory compliance.

Minimum qualifications

  • Bachelor's degree in Urban Planning, Public Administration, or a related field.
  • 5–7 years of progressively responsible planning or zoning experience (or equivalent).
  • Experience leading projects and mentoring staff preferred.
  • AICP certification preferred.

Skills, Tools & Abilities

  • Extensive knowledge of urban and rural planning principles, zoning regulations, and land use policy.
  • Strong research, statistical analysis, and ordinance compliance skills.
  • Ability to analyze development issues, propose practical solutions, and implement regulations.
  • Proficient with ArcGIS Pro, MS Word, Excel, Gmail, OnBase, and common planning tools.
  • Clear and effective communicator with public officials, stakeholders, and the general public.
  • Experience building collaborative relationships across county departments and external agencies.
