Personnel Assistant (Civil Service) (Provisional)
The Personnel Assistant supports the Civil Service Office by performing para-professional tasks including processing applications, administering civil service exams, maintaining personnel records, and assisting municipal officials and the public. This role requires knowledge of Civil Service law and personnel administration, exercising independent judgment, and supervising clerical staff to ensure effective public personnel administration within Confidential Client.

What You’ll Do
This Personnel Assistant (Civil Service) role supports confidential client civil service operations and day-to-day personnel administration at the local level. Typical responsibilities include:
- Support administration of civil service exams (written, oral, performance) — preparing announcements, assembling materials, printing, posting and mailing.
- Process and review employment and examination applications; notify applicants of approval or disapproval.
- Maintain personnel records, employee rosters, vacancy control cards, personnel folders, and eligible lists.
- Compute seniority and veterans credits for examination results and assist with certification to departments in accordance with Civil Service law.
- Prepare requests for examination assistance from state civil service agencies and coordinate recruitment advertisements.
- Advise departments and applicants on personnel procedures, qualifications and status; respond to public inquiries and act as receptionist when needed.
- Compose and type letters, memoranda, and reports; operate standard office equipment and computer systems to produce finished documents.
- Assist and train clerical staff; collect and compile data for special projects; perform related duties as assigned.
Minimum Qualifications
The position is open to candidates who meet one of the following paths:
Promotional:
- Continuous and permanent status in any city department in the clerical or account-clerical service for one year, AND one of:
- Bachelor’s degree (any major), OR
- Associate’s degree (any major) plus two years’ full-time personnel experience, OR
- Equivalent combination of education and experience.
- Ability to demonstrate keyboarding skills sufficient to produce finished letters and reports.
Open Competitive:
- Bachelor’s degree (any major), OR
- Associate’s degree (any major) plus two years’ full-time personnel experience, OR
- Equivalent combination of education and experience.
- Ability to demonstrate keyboarding skills sufficient to produce finished letters and reports.
Note: “Personnel work” means experience in recruitment, screening, selection procedures, employee services, or maintaining personnel/employment records.
Preferred Skills & Additional Information
- Working knowledge of public personnel administration principles and Civil Service law.
- Strong organization, record-keeping and attention to detail.
- Good written and verbal communication skills; tact and good judgment when interacting with the public and department leaders.
- Ability to learn and apply laws, rules, policies and procedures related to civil service and personnel administration.
- Ability to supervise a small clerical team and to handle multiple priorities.
- Physical condition commensurate with the demands of the position.
Compensation & Location
- Salary range: $43,930 — $49,135 per year (as posted by the confidential client).
- Employment type: Full-time, permanent.
- Work location: Borough Hall, NY (postal code 11424).
Residence requirement: The confidential client’s local ordinance requires continuous residence in the City of Buffalo during employment and a 90‑day continuous residency prior to filing the application, unless otherwise exempted by law. Please check the civil service office or official announcement for full residency details and any applicable exemptions.
