Position Overview
Confidential Client is hiring Performance & Budget Analyst (I, II, or III) to support municipal budgeting, capital planning (CIP), performance measurement, process improvement, and strategic initiatives. This role partners across departments to translate strategy into operational results and help the organization deliver efficient, transparent services to the community.
What You’ll Do
- Support preparation and coordination of the Annual Operating Budget and the Capital Improvements Plan (CIP).
- Collect, analyze, and visualize financial and operational data to inform decision-making.
- Develop, monitor, and report performance measures tied to strategic and operational goals.
- Serve as a project manager for citywide initiatives (e.g., budget development, process improvement, software implementations).
- Facilitate cross-department collaboration to align budget requests with strategic priorities.
- Prepare materials, presentations, and agenda items for City Commission and Advisory Board meetings.
- Conduct risk analyses and offer policy or process recommendations to improve services or internal operations.
- Design and maintain dashboards, reports, and other business intelligence outputs to serve internal stakeholders and the public.
Hiring Levels & Compensation
Hiring ranges (annually) for Confidential Client:
- Performance & Budget Analyst I: $64,313.60 – $73,960.64
- Performance & Budget Analyst II: $69,118.40 – $79,486.16
- Performance & Budget Analyst III: $74,318.40 – $85,466.16
Visible posting range (all levels): $64,314 – $102,877 annually.
Who We’re Looking For (Qualifications)
Required across levels:
- Bachelor’s degree in business, public administration, economics, political science, or related field (Master’s preferred for higher levels).
- Valid driver’s license (Florida license required if residing/working in FL).
- Strong spreadsheet skills and willingness to learn new software, including BI/data visualization tools.
- Excellent written and verbal communication skills; ability to prepare clear reports and presentations.
- Demonstrated analytical and critical-thinking ability; experience with program, policy, or process analysis.
Level-specific highlights:
- Analyst I: Bachelor’s + ~2 years relevant experience in financial planning/analysis, accounting, auditing, data analytics, or public service.
- Analyst II: Bachelor’s + ~4 years government financial experience (or Master’s + 2 years); process-improvement certification (e.g., Six Sigma Green Belt) and project management experience preferred.
- Analyst III: Bachelor’s + ~6 years government financial experience (or Master’s + 4 years); advanced professional development (e.g., Lean/Six Sigma beyond Green Belt, CGFO/CPFO, PM certification) and prior responsibility for organization-wide budget projections and capital/operating budget management.
Knowledge, Skills & Abilities
- Working knowledge of municipal budget operations, public administration, and research techniques.
- Ability to read and interpret financial reports and policies.
- Ability to develop concise, professional reports and memos.
- Experience designing and facilitating presentations for staff and elected officials.
- Strong interpersonal skills; ability to collaborate across teams and build trust.
- Capacity to manage multiple projects, meet deadlines, and prioritize tasks.
Work Environment & Physical Requirements
- Primarily office-based (approximately 95% inside a climate-controlled building).
- Job duties generally require sitting ~6 hours/day, walking ~1 hour/day, occasional bending, lifting up to 15 lbs regularly (rarely up to 44 lbs).
- Occasional driving required; possession of a Florida Driver’s License required where applicable.
- May require work during declared or undeclared emergencies (on-call/recall responsibilities).
