Role Overview

This Operations Research Analyst role supports Confidential Client’s Emergency Medical Services functions by applying mathematical, statistical, and simulation methods to analyze complex systems, forecast demand, and recommend operational improvements. The team uses modern analytics and visualization tools (Power BI or similar) to translate data into actionable insights for leadership and cross-functional partners.

What You’ll Do

• Apply mathematical modeling, predictive analytics, and queuing theory to analyze EMS and related operational data.
• Build, validate, and maintain simulation and statistical models to forecast trends and evaluate process changes.
• Create data visualizations and interactive dashboards (Power BI or equivalent) to make complex results accessible to stakeholders.
• Prepare clear, concise reports and presentations that translate technical findings into business recommendations.
• Perform cost analyses, program evaluation, and operational performance assessments.
• Collaborate with multiple business units and external partners to collect, clean, and interpret unfamiliar or cross-domain datasets.
• Support policy and project analysis, including impacts of demographic, economic, and legislative changes.
• Maintain accuracy, objectivity, and professionalism when presenting results and working with diverse teams.

Ideal Candidate

The ideal candidate will demonstrate most of the following:

• Prior experience in emergency medical services, healthcare systems, or closely related public-sector operations.
• Proven experience in data analysis, data modeling, and data visualization.
• Strong ability to manipulate large datasets and produce clear, actionable reports.
• Experience building dashboards in Power BI, Tableau, or similar platforms.
• High motivation and a continuous-learning mindset.
• Effective verbal and written communication skills; able to explain technical results to non-technical audiences.
• Strong interpersonal skills and a collaborative approach to problem-solving.
• Ability to filter and synthesize information from multiple sources into easy-to-understand formats.
• Experience performing cost analyses or program/evaluation studies.

Minimum Qualifications

• Bachelor’s degree or higher from an accredited college or university (or certified foreign equivalency) in mathematics, management science, operations research, industrial engineering, or a related field. Completed coursework must have included an internship or research project involving statistical analysis and the application of statistical computer programs.
• At least one year of experience performing analytical studies using advanced methodologies and technologies to formulate mathematical or simulation models, defining test parameters, constraints, assumptions, and numerical values.
• Application documents: If required by the hiring process, candidates must be prepared to provide transcripts, diploma, or foreign studies equivalency documentation for verification.

Compensation & Employment Type

• Salary range (posted): $89,315.20 – $108,576 per year. The starting salary will be based on the candidate’s qualifications at time of appointment.
• Future salary increase noted: June 2027 – 4.49% increase to base pay (3.00% Across-the-Board + 1.49% Market Adjustment).
• Employment Type: Full-time; Contract status available per hiring details.

• Job offer and background process will begin shortly after interviews for selected candidates.
• Pre-employment medical screening typically occurs approximately 3 days after successful background results.
• Anticipated start date will depend on medical screening and mutual agreement.

Working Location & Team

This position is based in San Diego, CA and will work closely with the Emergency Medical Services Bureau and related offices supporting fire protection, EMS oversight, ambulance services, and cross-department operational initiatives.

Preferred Tools & Skills

• Proficiency with Power BI, Tableau, or similar dashboarding tools.
• Strong statistical programming skills (e.g., R, Python, SAS) and experience with data manipulation libraries.
• Experience with simulation tools and techniques, queuing theory, and predictive modeling.
• Familiarity with GIS, demographic datasets, and public-sector policy analysis is a plus.
