Position Overview
The Technical Product Manager (TPM) bridges complex business workflows and technical engineering execution within a large enterprise IT environment. The TPM assesses specialized application, platform, and data product requests, translates business needs into technical requirements, and drives delivery through cross-functional engineering teams. This is a 12-month contractor role (possible extension), hybrid based in Atlanta, GA.
Core Responsibilities
- Act as primary liaison between business units (Engineering, Planning, Operations), executive leadership, and internal/external engineering teams.
- Lead discovery sessions to surface deep user needs and convert ambiguous requests into prioritized product backlogs.
- Translate complex business processes into technical specifications, system architecture maps, user stories, and clear acceptance criteria.
- Collaborate with enterprise architects, security teams, and DBAs to evaluate technical feasibility, system dependencies, and mitigate technical risks.
- Ensure product features comply with IT governance frameworks, state agency security protocols, and applicable regulatory/federal standards.
- Evaluate APIs, data integration plans, and existing software to recommend buy-vs-build strategies.
- Establish and enforce documentation protocols for developed solutions to support internal and external teams.
- Provide regular status updates and presentations to stakeholders and management.
- Identify opportunities to optimize project intake, evaluation, and prioritization using data-driven insights.
- Develop and maintain guidelines, templates, SOPs, and training materials to improve request quality and intake processes.
- Draft technical policies, agency guidance, and system regulations for management approval within established timelines.
Required Qualifications
- 4+ years of product management or technical program/product management experience in enterprise IT, government agency IT, or transportation technology ecosystems.
- Demonstrated experience translating business requirements into technical specifications and acceptance criteria.
- Strong stakeholder management and facilitation skills (discovery, prioritization, executive communication).
- Familiarity with system integrations, APIs, data pipelines, and relational/non-relational data structures.
- Proven ability to work with architects, security, and operations teams to assess risk and technical feasibility.
- Bachelor’s degree (or equivalent experience).

Preferred Qualifications
- Experience working with GIS/spatial data systems or transportation data domains.
- Hands-on familiarity with cloud platforms (Azure and/or AWS) and enterprise service platforms (e.g., ServiceNow).
- Prior vendor/contractor management oversight, especially for outsourced software development.
- Experience operating within regulated/state agency IT environments or meeting federal compliance requirements.
