What You’ll Do
- Execute the Product Owner’s direction by leading digital product and service initiatives from discovery through delivery
- Translate business needs, operational requirements, and customer feedback into product requirements, workflows, user stories, and prioritized backlogs
- Develop a strong understanding of DMV operations, policies, and customer pain points to identify improvement opportunities
- Conduct and support user research and usability testing (customer interviews, prototype testing, feedback analysis)
- Serve as day-to-day lead for assigned initiatives—coordinate across vendors, agency stakeholders, and internal teams
- Partner with vendor teams to drive iterative delivery of working software and services
- Hold vendors accountable for timelines, product quality, usability, testing readiness, issue resolution, and delivery expectations
- Exercise sound judgment in product and operational decisions; escalate risks/conflicts to the Product Owner when necessary
- Lead backlog refinement, sprint planning, release coordination, and product prioritization while supporting roadmap development
- Monitor product performance through analytics, customer feedback, and operational metrics to identify trends and areas for continuous improvement
- Champion user-centered, iterative, and outcome-driven delivery practices focused on measurable value
What We’re Looking For
- 0–3 years experience leading development, launch, modernization, or continuous improvement of digital products, platforms, or customer-facing technology services
- Demonstrated experience across the full product lifecycle: discovery, prioritization, delivery, launch, measurement, and continuous improvement
- Experience working closely with software development teams, designers, vendors, and engineers in Agile or iterative delivery environments
- Strong ability to balance user needs, operational constraints, business objectives, policy requirements, and technical considerations in product decisions
- Experience conducting user research, usability testing, customer interviews, service design, or other discovery practices
- Familiarity with accessibility, customer experience, service design, or digital transformation initiatives
- Preferred experience in government, transportation, financial services, healthcare, or other regulation-constrained environments
- Bachelor’s degree in a related field (business, public administration, information systems, computer science, engineering, design, HCI, communications) or equivalent professional experience
- Product management, Agile, Scrum, service design, UX research, or customer experience certifications are a plus but not required
Contract Details & Benefits
- Hybrid work arrangement — 3 days onsite per week at the DMV Rocky Mount location (required)
- Limited travel to other office locations as needed to assess business processes
- 40 hours/week, 12-month contract
- Hands-on experience modernizing government digital services and working with cross-functional teams
