Incentives and Proficiency Data Analyst
The Incentives and Proficiency Data Analyst supports the USAJFKSWCS Command Language Program by managing and analyzing Foreign Language Proficiency Bonus data and related military personnel databases. Position Overview
Confidential Client is seeking an Entry‑level Incentives and Proficiency Data Analyst to support Foreign Language Proficiency Bonus (FLPB) and command language programs in North Carolina (NC). This role focuses on data collection, database maintenance, program support, and reporting for military language incentive programs.
What You’ll Do
- Assess and analyze Special Operations Foreign Language Office (SOFLO) database statistics to improve command language program effectiveness.
- Collect, synchronize, and maintain data from subordinate commands; coordinate with senior Incentives and Proficiency Data Analysts.
- Support FLPB program processes and assist with paperwork and personnel actions (e.g., language changes via HRC).
- Review and apply service and local policies affecting incentives and language testing; draft recommended policy changes.
- Prepare reports and presentations for senior military audiences (O5–O6); compile and maintain records and audit trails.
- Maintain and administer access for databases; assign passwords, audit access, and recommend database improvements.
- Troubleshoot database issues, test synchronization methods, and ensure data security and platform availability.
- Use the following systems as required: Defense Joint Military Pay System (DJMS), IPERMS, E-MILPO, EDAS, WEB‑Based DMO, TOPMIS, DMDC, and applicable SOCOM/command local networks.
- Analyze unit turnover rates and report impacts on training proficiency and unit readiness.
Qualifications
Minimum requirements (pick one path):
Preferred path — Systems experience
- 2 years’ experience working with one or more of: DJMS, IPERMS, E‑MILPO, EDAS, WEB‑Based DMO, TOPMIS, DMDC, or SOCOM/local command networks.
- Experience with database maintenance, MS Office (Excel, PowerPoint, Word) and SharePoint.
- 1 year experience analyzing unit turnover and reporting on training/program impacts.
Or
Alternative path — Education + relevant experience
- High school diploma or GED plus 2 years’ experience working on military pay or personnel issues.
- Proficient with Microsoft Office applications and SharePoint.
- 1 year experience analyzing turnover impacts as described above.
Required / Other
- Ability to obtain a Common Access Card (CAC) and NIPRNet access. This requires, at minimum, a favorable National Agency Check (NAC) with inquiries.
- Demonstrated attention to data accuracy, database administration, and experience preparing concise reports/presentations for senior leadership.
- Ability to obtain any required local network credentials and comply with security rules.
Security & Work Requirements
- This role requires the ability to obtain NIPRNet access and a CAC; verification of investigation type must be provided to the COR and USAJFKSWCS G‑2 prior to network access.
- Work will support military command programs in North Carolina; some on‑site access to command networks and facilities may be required.
Travel & Compensation
- Travel: May require travel to CONUS locations as needed.
- Pay: $32.00 - $33.82 per hour. Actual compensation will be determined based on experience, education, certifications, security clearance requirements, internal equity, and contract requirements.
