About the Role

Confidential Client is seeking a motivated Human Resources Analyst to support public‑sector HR functions in Monterey, CA. This role performs journey‑level HR work including full‑cycle recruitment, classification and compensation studies, benefits and leave administration, payroll/HRIS support, and related personnel projects. The role requires strong judgment, discretion, and the ability to work independently and collaboratively.


What You’ll Do

  • Run full‑cycle recruitments: develop postings, screen applications, and administer selection exams (written, structured oral, assessment centers).
  • Conduct job analysis, classification, and compensation studies; prepare or revise class specifications.
  • Administer employee benefits, assist with claims issues, and support disability management and workers’ compensation administration.
  • Provide HRIS and payroll support; maintain complex databases and produce analytical reports.
  • Assist in developing and implementing HR policies, procedures, and training/orientation programs.
  • Support vendor/consultant RFPs and contract monitoring.
  • Provide guidance and support to managers on labor relations, collective bargaining support as assigned.
  • May supervise paraprofessional or clerical staff and deliver supervisory support when needed.

Minimum Qualifications

  • Two (2) years of increasingly responsible professional and administrative/analytical experience in Human Resources (public sector experience strongly preferred).
  • Bachelor’s degree in human resources, public administration, business administration, psychology, or a related field.
  • Demonstrated ability to handle confidential information with discretion and sound judgment.
  • Strong written and verbal communication skills and proven ability to work both independently and on teams.
  • Experience with HRIS platforms and recruitment systems (experience with NeoGov or similar tools is desirable).
  • Possession of, or ability to obtain and maintain, a valid driver’s license.

Preferred / Desirable

  • Certification such as SPHR, PHR, IPMA‑CP, or IPMA‑CS.
  • Experience in classification & compensation studies, exam development, and public sector recruitment best practices.
  • Familiarity with benefits plan review, vendor management, and payroll integration.
  • Demonstrated use of social media and other outreach channels for candidate sourcing.

Compensation & Benefits

  • Annual salary range: $78,849.53 – $121,306.97 (California pay‑transparency disclosure included).
  • Competitive benefits package including:

Work Schedule & Location

  • Location: Monterey, CA (onsite/hybrid as designated by the client).
  • Hybrid schedule NOTE (client‑designated): typical remote workdays and/or 9/80 options may be available — final schedule determined by client leadership.
