Program Overview
Confidential Client operates two City of Berkeley–funded programs focused on permanent and temporary supportive housing:
- Shelter Plus Care (S+C) — permanent supportive housing for adults who are chronically homeless and living with disabilities. Services include rental subsidies, housing navigation, tenancy-sustaining supports, home visits, benefits advocacy, and case management.
- Berkeley Respite — a temporary shelter and intensive housing navigation program serving eight households across two shelter homes. The Respite program emphasizes rapid housing search, landlord engagement, barrier removal, and lease-up support.
What You’ll Do
You will carry a blended caseload across the two programs (approximately 11 S+C participants and 8 Respite households) and split time between crisis response, active housing search, tenancy-sustaining supports, and on-site shelter operations. Key responsibilities include:
- Maintain caseloads and manage participant files, assessments, and eligibility determinations through the Coordinated Entry System (CES).
- Provide active housing navigation: search units, engage landlords/property managers, schedule viewings, assist with applications, and support move-ins.
- Deliver tenancy-sustaining services: lease education, rent payment support, mediation, eviction prevention, and home visits throughout Berkeley and Alameda County.
- Develop individualized housing and service plans; monitor and update plans regularly.
- Support residents with benefits enrollment (SSI, SSDI, General Assistance, CalFresh) and Medi‑Cal coordination; provide non‑emergency transportation as needed.
- Oversee day‑to‑day operations of two shelter homes: resident intake and orientation, room checks, enforcement of confidentiality and house policies, incident documentation, and maintenance coordination.
- Facilitate group and individual meetings to review housing plan progress and provide crisis intervention, coordinating with mobile crisis and emergency services when required.
- Maintain HMIS and program reporting, prepare monthly/quarterly reports for the City, and ensure timely data entry and documentation.
- Conduct follow‑up after placements to support early housing stability and reduce return to homelessness.
Minimum Qualifications
- High school diploma required; BA/BS in social services or related field a plus.
- At least one year of direct support experience with people experiencing homelessness, mental health conditions, substance use, or related social needs. Relevant internships, volunteer, military, or administrative experience may be considered.
- Proficient with computers and Microsoft Office (Word, Excel, Outlook, Teams).
- Ability to complete CPR/First Aid training.
Preferred Qualifications
- Familiarity with HUD Shelter Plus Care program and/or prior Shelter Plus Care experience.
- Experience with housing navigation, tenancy-sustaining services, eviction prevention, HMIS, and CES assessments.
- Experience in shelter or congregate residential settings.
- Knowledge of HIV/AIDS or lived experience with housing instability.
- Training in trauma-informed care, motivational interviewing, or similar practices.
- Bilingual/multilingual skills relevant to the local client population.

- Commitment to trauma‑informed, person‑centered care for people experiencing homelessness and co-occurring conditions.
- Strong crisis intervention, de-escalation, and documentation skills.
- Ability to manage a blended caseload across multiple program models and settings.
- Professional communication, boundary-setting, and teamwork skills; ability to work independently when required.
- Attention to detail for accurate HMIS entry and timely reporting.
Logistics, Physical & Legal Requirements
- Employment type: Contract, Full time.
- Estimated pay (from source): $26,242 per year (estimated).
- Valid California driver’s license, reliable personal vehicle, personal auto insurance, and acceptable MVR required due to frequent driving across program sites.
- Must be able to obtain and maintain criminal background clearance and TB clearance.
- Regular physical duties: standing, walking, occasional lifting up to 50 lbs, stair use, and the ability to perform frequent home and building visits.
- Ability to comply with Confidential Client’s code of conduct, confidentiality obligations (HIPAA awareness), and agency policies.
