Job Responsibilities
Under direct supervision of the Air Permitting Section Head, the Engineering Associate I performs entry-level engineering work to evaluate industrial sources of air pollution for construction and operating permits. This role supports air permitting, compliance reviews, and public engagement.
- Analyze and evaluate air pollution sources and control equipment from plans and specifications for industrial facilities proposed for construction or modification.
- Prepare and issue construction permits in accordance with state and federal regulations.
- Review applications and supporting data for operating permits, including Title V major source permitting when required.
- Represent the confidential client at public meetings and hearings related to permitting actions.
- Maintain current knowledge of permitting procedures, guidance, and regulations (federal and state).
- Conduct compliance activities, provide compliance assistance to stakeholders, and consult with industry representatives on pollution-control requirements.
- Perform related duties as assigned by the section manager.

Minimum Qualifications
- Bachelor’s degree in engineering from an institution recognized by the Council for Higher Education Accreditation.
- Technical knowledge of engineering fundamentals and the ability to evaluate industrial processes for potential air pollution sources.
- Strong oral and written communication skills; able to interact with agency engineers, consultants, and industry personnel.
- Ability to plan and organize work assigned by the section manager and to be a productive contributor.
- Valid SC driver’s license required (out‑of‑state license must be transferred) and occasional overnight, evening or late-night travel for public meetings/hearings.
Preferred Qualifications
- Degree in Chemical Engineering.
- Engineer-in-Training (EIT) credential or the educational background to pursue Professional Engineer (PE) licensure.
- Experience in environmental engineering or air permitting, including knowledge of the Clean Air Act, industrial processes, and pollution control equipment.
- Demonstrated excellence in written and verbal communication.
- A commitment to public service.

- Occasional in-state and overnight travel may be required.
