What You’ll Do

This is an entry-level Engineer I role supporting Title V air quality permitting and related permitting activities for our confidential client’s environmental programs in North Carolina. You will review permit applications, prepare technical permit documents, and coordinate with applicants, consultants, and internal teams.

  • Review Title V permit applications and prepare permit packages with detailed technical analyses.
  • Evaluate Notices of Intent to Construct (NOIs) and Applicability Determinations; draft official responses.
  • Update permitting records and systems (e.g., PAM, ESM, Documents modules) as required.
  • Conduct site visits (minimum expectation: participate in at least four site visits per review cycle).
  • Coordinate meetings and answer technical questions from the regulated community and the public; refer communications to appropriate staff as needed.
  • Participate in special projects and assignments to support Division management.
  • Maintain a valid driver’s license for site visits and travel.

Qualifications

  • Bachelor’s degree in an applicable engineering discipline from an accredited institution, or an equivalent combination of education and directly related experience.
  • Entry-level candidates encouraged; prior coursework or internships in air permitting, environmental engineering, or regulatory programs is a plus.
  • May require registration as a Professional Engineer (PE) by the North Carolina Board of Examiners for Engineers and Surveyors, depending on assignment.
  • Strong written and verbal communication skills.
  • Detail-oriented with the ability to manage multiple reviews and meet deadlines.
  • Comfortable working both independently and as part of multidisciplinary teams.

Compensation & Work Arrangement

  • Employment type: Full-time.
  • Recruitment range (estimated): $57,983 per year.
  • This role currently qualifies for a hybrid telework option with routine office and remote workdays; telework arrangements are subject to management approval.

Preferred / Helpful Experience (not required)

  • Familiarity with Title V permitting, NOIs, and state/federal air quality regulations.
  • Experience with permitting record systems and document management tools.
  • Prior public-sector or regulatory experience.
  • Site visit experience and comfort performing field assessments.
