What You’ll Do

This entry-level Engineer I will support air quality compliance and permitting at the regional office in Mooresville, NC. Day-to-day responsibilities include technical review, field work, and stakeholder communication.

  • Perform technical review and processing of minor source permit applications — review engineering drawings, process data and specifications, determine air emission parameters, and assess applicability to state and federal air regulations.
  • Determine permit applicability at non-permitted facilities, prepare tax certifications, and contribute to development of site-specific, enforceable permit conditions (including Title V inputs).
  • Conduct on-site inspections and compliance assurance visits across a range of industrial facilities to assess compliance with rules, permit requirements and emission limitations. Work may require climbing ladders, working at height, walking long distances and extended on-foot inspections.
  • Evaluate facility-submitted air emissions inventory reports, review periodic compliance reports, and observe stack tests as needed.
  • Obtain and maintain visible emissions (EPA Method 9) certification to perform opacity evaluations and assist with stack test observations.
  • Respond to citizen complaints (open burning, dust, odors, etc.) and investigate compliance concerns.
  • Draft technical reports, compliance letters, enforcement reports, and other technical documents; communicate technical information clearly to staff, industry representatives, regulators, and the public.
  • Use judgment and independent decision-making to adapt to policy and regulatory changes while maintaining strong customer service and documentation standards.

Who We’re Looking For

  • Bachelor’s degree in an applicable engineering field from an accredited institution — or an equivalent combination of education and related experience.
  • Strong computer skills, excellent written and verbal communication, and effective interpersonal/customer service skills.
  • Able and willing to perform fieldwork: climb ladders, work at heights, walk long distances, and spend extended time on feet.
  • Valid U.S. driver’s license required.
  • Willingness to pursue and maintain required certifications (e.g., EPA Method 9).
  • Demonstrated attention to detail, independent judgment, and the ability to interpret and apply environmental regulations.

Preferred / Nice-to-Have

  • Registration as a Professional Engineer (PE) or progress toward registration (may be required by licensing board).
  • Prior experience with air quality permitting, emissions inventories, or compliance inspections.
  • Familiarity with Title V permitting and state/federal air quality regulation language.

Compensation & Benefits

  • Recruitment range: $57,983 - $59,722 per year (as listed in the source posting).
  • Additional market estimate (third-party): $104,132 per year — shown for salary context only.
  • The role is full-time and may qualify for hybrid telework (routine office and remote workdays) at the discretion of management.
  • Public sector benefits may include medical, retirement, and eligibility for Public Service Loan Forgiveness where applicable. Specific benefit details are provided by the hiring organization.

Location & Work Arrangement

  • Location: Mooresville, NC (hybrid telework option may apply).
  • Field work across regional facilities in North Carolina is part of the role — travel within the region and site inspections are expected.
