Position summary
Confidential Client is seeking an experienced Data Scientist to join a Government Modernization Initiative (GMI) team focused on building scalable data pipelines, deploying machine learning and AI solutions, and applying analytics to improve government operations across Maryland. This is a full-time role supporting modernization projects that deliver cost savings, operational efficiency, and improved public services.
What You’ll Do
- Support the GMI Director and Deputy Director in defining problems and delivering data-driven solutions.
- Design, build, and maintain scalable data pipelines and analytical workflows to support modernization projects.
- Lead development and deployment of machine learning models and production AI applications (including LLM/agentic AI) to predict outcomes and inform policy decisions.
- Create reproducible statistical and observational analyses using Python, R, or equivalent tools; translate results into actionable recommendations.
- Integrate models and tools with operational systems using Model Context Protocol (MCP) servers and relevant APIs.
- Work directly with agency leaders and program teams to inventory data sources, validate data quality, and operationalize analytics into decision-making processes.
- Collaborate on initiative design, implementation planning, and measurement frameworks to track outcomes and impact.
- Identify technical and delivery risks and recommend mitigation strategies to keep projects on schedule and aligned with stakeholder goals.
- Communicate complex technical concepts clearly to non-technical stakeholders and prepare concise briefings for senior leadership.
Minimum qualifications
- Bachelor’s degree in Computer Science, Data Science, Statistics, or a related field — OR 5 additional years of relevant experience in lieu of the degree.
- Minimum 2 years’ experience as a Data Scientist, Data Engineer, or similar role (public sector experience preferred).
- At least 1 year of hands-on experience building, deploying, and maintaining machine learning models or LLM/agentic AI applications in production.
- Proficiency with scripting and analysis languages such as Python and/or R.
- Demonstrated experience with Model Context Protocol (MCP) servers or equivalent tool integration approaches.
- Hands-on experience with managed enterprise AI platforms (examples: AWS Bedrock/AgentCore, Google Cloud AI / Gemini ecosystem).
- Strong planning, organization, and multitasking skills.
- Excellent written and verbal communication; ability to distill technical findings into clear recommendations.
Preferred qualifications
- Master’s degree in Public Policy, Analytics, Computer Science, or a related field.
- Proven experience working in or alongside government agencies, or large public-sector institutions.
- Exceptional facilitation and stakeholder-management skills; experience building consensus in complex organizations.
- Experience designing measurement frameworks and tracking program-level outcomes.

- Salary range (source): USD 129,985 – 137,943 per year.
