The Data Analyst - Disaster Recovery Cadre at Confidential Client supports FEMA Public Assistance and disaster recovery programs by developing accurate and defensible cost estimates for infrastructure restoration and emergency projects. This on-call role involves project scoping, damage assessment, technical review, and collaboration with multidisciplinary teams to ensure compliance and effective program delivery. Assignments may be remote, field-based, or hybrid, requiring travel and adaptability to dynamic disaster recovery environments.

What You’ll Do
This on-call role supports disaster recovery programs (including FEMA Public Assistance) by producing accurate, defensible cost estimates and performing damage assessments for public infrastructure and facilities. Typical assignments may be remote, field-based, or hybrid depending on the project.
- Conduct project scoping and damage assessments for infrastructure, public facilities, and emergency work.
- Perform site inspections to document disaster-related damage and identify required repairs or replacements.
- Develop and validate project scopes, means and methods, and restoration approaches.
- Prepare conceptual, parametric, and detailed bottom-up cost estimates (labor, equipment, materials, subcontractor, general conditions).
- Complete cost analyses for roads, bridges, utilities, buildings, drainage, parks, and other public infrastructure.
- Support FEMA Cost Estimating Format (CEF) analyses and other program-specific estimating formats when required.
- Produce clear, defensible estimate documentation suitable for audit, appeals, and program review.
- Review engineering reports, plans, specifications, and contractor proposals to verify quantities, assumptions, and unit costs.
- Coordinate with multidisciplinary teams (engineers, architects, contractors, grant specialists, environmental staff) and applicants to define eligible work and funding requirements.
- Support Requests for Information (RFIs), technical reviews, appeals, and recovery planning activities.
Minimum Qualifications
- Minimum of 2 years’ professional experience in construction estimating, engineering, architecture, construction management, infrastructure planning, or a related discipline.
- Demonstrated experience developing conceptual, parametric, and detailed cost estimates for infrastructure or facility projects.
- Experience estimating labor, equipment, material, and construction costs.
- Familiarity with modern construction practices, facility assessments, scope development, and construction inspection.
- Strong analytical, organizational, and problem-solving skills.
- Strong written and verbal communication skills; ability to produce defensible documentation.
- Proficiency with Microsoft Office (Excel, Word, Outlook, Teams).
- Ability to work independently and manage changing priorities in a fast-paced environment.
- Ability and willingness to travel on short notice for field assignments.
- Valid driver’s license.
Preferred Qualifications
- Bachelor’s degree in Engineering, Architecture, Construction Management, Quantity Surveying, Infrastructure Management, or a related field.
- Professional credentials such as PE, RA, Licensed Contractor, Certified Cost Professional (CCP), or Certified Cost Estimator.
- Experience with RSMeans, Xactimate, FEMA CEF, or other industry-standard estimating tools.
- Knowledge of FEMA Public Assistance program rules, policy, and eligibility (PAPPG).
- Prior FEMA or disaster recovery experience (Cost Estimator, Program Delivery Manager, Site Inspector, Hazard Mitigation Specialist, Policy Advisor).
- Experience with roads, utilities, drainage, site development, vertical construction, or public infrastructure projects.
- Experience supporting grant-funded infrastructure or public sector capital projects.
Work Location & Schedule
- This is an on-call, as-needed cadre position. Assignments depend on disaster activations, client needs, and availability.
- Assignments may be remote, field-based, or a hybrid of both. Some deployments may require extended travel or rapid mobilization.
- Evening and weekend work may be required during surge or active recovery periods.
- Acceptance of assignments is voluntary; periods of inactivity between deployments may occur.
Physical Requirements & Environment
- Ability to perform field inspections and site visits in disaster-impacted areas as required by assignments.
- Ability to travel to client offices, applicant facilities, disaster recovery operation centers, and other sites.
- Ability to perform extended computer-based estimating and review work during remote or office assignments.
- Work may occur in active recovery operations and geographically dispersed teams; conditions will vary by assignment.
