What You’ll Do

Confidential Client is hiring for an on-call Disaster Recovery Cadre role focused on cost estimating and technical support for public infrastructure recovery. Typical responsibilities include:

• Support FEMA Public Assistance and other disaster recovery programs through project scoping, damage assessment, and cost estimating.
• Conduct site inspections of damaged facilities and infrastructure to document disaster-related damage and required repairs.
• Develop and validate project scopes, means and methods, and restoration approaches for eligible work.
• Prepare conceptual, parametric, and detailed bottom-up cost estimates (labor, equipment, materials, subcontractor, general conditions).
• Produce cost analyses for roads, bridges, utilities, buildings, drainage systems, parks, and other public infrastructure.
• Support FEMA Cost Estimating Format (CEF) analyses and produce documentation suitable for audit and program review.
• Review engineering reports, plans, specs, contractor proposals, and construction cost documentation.
• Coordinate with multidisciplinary teams (engineers, architects, contractors, grant professionals) and support RFIs, technical reviews, and appeals as needed.
• Maintain clear, defensible estimate documentation and project records in accordance with client and program requirements.

Required Qualifications

• Minimum of 2 years’ professional experience in construction estimating, engineering, architecture, construction management, infrastructure planning, or related discipline.
• Experience preparing conceptual, parametric, and detailed cost estimates for infrastructure or facility projects.
• Experience estimating labor, equipment, material, and construction costs.
• Familiarity with modern construction practices, facility assessments, project scope development, and construction inspection activities.
• Strong analytical, organizational, and problem-solving skills.
• Strong written and verbal communication skills.
• Proficiency with Microsoft Office (Excel, Word, Outlook, Teams).
• Ability to work independently under changing priorities and demanding schedules.
• Ability and willingness to travel for field assignments; valid driver’s license required.

Preferred Qualifications

• Bachelor’s degree in Engineering, Architecture, Construction Management, Quantity Surveying, Infrastructure Management, or related field.
• Professional credentials such as PE, RA, Licensed Contractor, Certified Cost Professional (CCP), or similar.
• Experience with estimating tools and databases (RSMeans, Xactimate, FEMA CEF, or similar).
• Knowledge of FEMA Public Assistance regulations, policy, and the Public Assistance Program and Policy Guide (PAPPG).
• Prior FEMA or disaster-recovery experience (Cost Estimator, Program Delivery Manager, Site Inspector, Hazard Mitigation Specialist, Policy Advisor).
• Experience with roads, utilities, drainage, site development, vertical construction, or public sector capital projects.

Physical Requirements

• Ability to perform field inspections and site visits at disaster-impacted facilities and infrastructure when required.
• Ability to travel to client offices, applicant facilities, disaster recovery operation centers, and other project locations.
• Ability to perform computer-based estimating and technical review tasks for extended periods.

Work Environment

• Assignments may be remote, field-based, or hybrid depending on client needs and project requirements.
• Field assignments may take place in disaster-impacted communities and at damaged public facilities or infrastructure.
• Work may include periods of high intensity during active recovery operations; evening and weekend work may be required during surge events.

Additional Information

• This is an on-call, as-needed cadre position; work assignments depend on disaster declarations, contract awards, client needs, project requirements, qualifications, availability, and program activations.
• Assignment acceptance is voluntary; periods of inactivity between deployments may occur.
• Some deployments may require extended travel or mobilization on short notice; other assignments may be fully remote for certain tasks.
