What You’ll Do
This on-call Data Analyst — Disaster Recovery Cadre supports FEMA Public Assistance and other disaster recovery programs for a confidential client. You'll develop accurate, defensible cost estimates and support project scoping, damage assessments, technical reviews, and program delivery for public infrastructure restoration following federally declared disasters.
- Support project scoping, site inspections, and damage assessment for public facilities and infrastructure.
- Prepare conceptual, parametric, and detailed bottom-up cost estimates (labor, equipment, materials, subcontractor, general conditions).
- Produce estimate documentation suitable for audit and program review, including FEMA Cost Estimating Format (CEF) analyses when required.
- Review engineering reports, plans, specs, contractor proposals, and cost documentation to validate assumptions, quantities, and unit costs.
- Collaborate with applicants, engineers, architects, contractors, and program staff to define eligible work and project requirements.
- Provide technical estimating expertise during meetings, RFIs, appeals, and recovery planning activities.
- Coordinate with multidisciplinary teams and maintain project records in line with program requirements.
Required Qualifications
- Minimum 2 years professional experience in construction estimating, engineering, architecture, construction management, infrastructure planning, or related discipline.
- Experience preparing conceptual, parametric, and detailed cost estimates for infrastructure or facility projects.
- Demonstrated ability to estimate labor, equipment, material, and construction costs.
- Familiarity with modern construction practices, facility assessments, project scope development, and construction inspection.
- Strong analytical, organizational, problem-solving, written, and verbal communication skills.
- Proficiency with Microsoft Office (Excel, Word, Outlook, Teams).
- Ability to work independently under changing priorities and demanding schedules.
- Willingness and ability to travel as needed for field assignments; valid driver’s license required.
Preferred Qualifications
- Bachelor’s degree in Engineering, Architecture, Construction Management, Quantity Surveying, or related field.
- Professional credentials (PE, RA, Licensed Contractor, CCP, Certified Cost Estimator) are a plus.
- Experience with RSMeans, Xactimate, FEMA CEF, or other industry-standard estimating platforms.
- Knowledge of FEMA Public Assistance regulations, eligibility, and PAPPG.
- Prior FEMA or disaster recovery experience (Cost Estimator, Program Delivery Manager, Site Inspector, Hazard Mitigation Specialist, Policy Advisor).
- Experience with roads, utilities, drainage, site development, vertical construction, or public infrastructure projects.
On-call / Cadre Details
- This is an on-call, as-needed cadre position. Assignments are not guaranteed and depend on disaster declarations, contract awards, availability, and program activations.
- Assignments may be remote, field-based, or hybrid and may require short-notice travel or extended deployments.
- Acceptance of assignments is voluntary; periods of inactivity between deployments may occur.
- Evening and weekend work may be required during surge events.
Working Conditions & Physical Requirements
- Ability to perform field inspections and site visits at disaster-impacted facilities and infrastructure when required.
- Ability to perform extended computer-based estimating and technical review tasks.
- Travel to client offices, operation centers, and project sites as needed.
