Role Overview
Confidential client is building an on-call Disaster Recovery Cadre and is seeking a Data Analyst to support disaster recovery cost estimating and project scoping for public infrastructure. This is an as-needed, on-call position supporting FEMA Public Assistance and other recovery programs. Assignments may be remote, field-based, or hybrid depending on the event and program needs.
What You’ll Do
- Support FEMA Public Assistance and other disaster recovery programs with project scoping, damage assessment, and cost estimating.
- Conduct site inspections and document disaster-related damages to public facilities and infrastructure.
- Prepare conceptual, parametric, and detailed bottom-up cost estimates (labor, equipment, materials, subcontractor, general conditions).
- Develop cost analyses for roads, bridges, utilities, buildings, drainage, parks, and other public infrastructure.
- Produce clear, defensible estimate documentation suitable for audit, review, and funding determinations.
- Support development of FEMA Cost Estimating Format (CEF) analyses when required.
- Review engineering reports, plans, contractor proposals, and cost documentation for compliance and reasonableness.
- Collaborate with multidisciplinary teams — engineers, architects, contractors, grant professionals, and program staff.
- Respond to RFIs, assist with technical reviews, and support appeals or eligibility determinations as needed.
What We’re Looking For (Required)
- Minimum of 2 years’ professional experience in construction estimating, engineering, architecture, construction management, infrastructure planning, or a related discipline.
- Experience developing conceptual, parametric, and detailed cost estimates for infrastructure or facility projects.
- Familiarity estimating labor, equipment, material, and construction costs.
- Experience conducting facility assessments, construction inspections, and project scope development.
- Strong analytical, organizational, and problem-solving skills.
- Strong written and verbal communication skills; ability to prepare clear documentation for program review.
- Proficiency with Microsoft Office (Excel, Word, Outlook, Teams).
- Ability to work independently under changing priorities and demanding schedules.
- Ability and willingness to travel for field assignments when required.
- Valid driver’s license.
Preferred Qualifications
- Bachelor’s degree in Engineering, Architecture, Construction Management, Quantity Surveying, Infrastructure Management, or a related field.
- Professional credentials such as PE, RA, Licensed Contractor, CCP, or similar.
- Experience with RSMeans, Xactimate, FEMA CEF, or other estimating platforms.
- Direct FEMA Public Assistance or disaster recovery experience (Cost Estimator, Program Delivery Manager, Site Inspector, Hazard Mitigation Specialist, Policy Advisor).
- Experience with roads, utilities, drainage, site development, vertical construction, or public sector capital projects.
- Experience supporting grant-funded infrastructure programs or public-sector recovery projects.
Logistics & Work Environment
- This is an on-call, as-needed cadre position. Assignments depend on disaster declarations, contract awards, client needs, qualifications, availability, and recovery program activations.
- Assignments can range from fully remote to field deployments in disaster-impacted communities; some may require rapid mobilization or extended travel.
- Schedule flexibility is required; evening and weekend work may be necessary during surge events.
