What You’ll Do
Confidential Client’s Division of Quality Improvement (DQI) is expanding analytic capacity to support reporting, quality measurement, and federal Access Rule requirements. As a Data Analyst 1 you will be a core member of the Data Analysis and Evaluation Unit and will:
- Perform structured quantitative and statistical analyses to produce frequencies, trends, quality indicators, and operational metrics.
- Extract, clean, merge, and prepare datasets from enterprise systems and external sources (including Medicaid) using SQL, SAS, and similar tools.
- Develop visualizations, dashboards, summaries, and presentation-ready reports (Tableau, Power BI, Excel, PowerPoint).
- Produce audit-ready, documented analytic products to support data-driven decision-making.
- Support implementation of CMS Access Rule quality measures: metric development, validation, and reporting.
- Assist with Incident Report and Management Application (IRMA) analytics and federal reporting changes required under the Access Rule.
- Identify potential unreported critical incidents using Medicaid and other structured data sources and analytic methods.
- Trend statewide incident and operational data to inform prevention and quality-improvement efforts.
- Coordinate with data system management teams and partner agencies to align data definitions, integrate sources, and advance enterprise data strategy.
- Maintain standardized definitions and reproducible methodologies for key measures and analytic products.
Qualifications
Minimum requirements (applicants must meet at least one of the combinations below):
- Data Analyst 1 (SG-18): Four years of relevant experience in data visualization, statistical modeling, and data mining tools plus satisfactory completion of a two-year traineeship; OR six years of relevant experience.
- Data Analyst Trainee 2, NS (SG-16): Five years of relevant experience.
- Data Analyst Trainee 1, NS (SG-14): Four years of relevant experience.
- Substitutions: An associate’s degree may substitute for two years of general experience; a bachelor’s degree may substitute for four years. A master’s degree in data/computer science, informatics, economics, statistics, mathematics, or a related field may substitute for one year; a Ph.D. may substitute for two years.
Core skills and knowledge:
- Strong statistical and data-management skills; familiarity with statistical methods used in predictive analytics.
- Proficiency with SQL and experience using SAS (or equivalent statistical tools).
- Experience building visualizations and dashboards (Tableau and/or Power BI).
- Strong Microsoft Excel and presentation skills (Word, PowerPoint).
- Experience extracting, merging, and linking healthcare datasets (Medicaid experience preferred).
- Excellent written and verbal communication and strong organizational skills.
- Ability to work independently and collaboratively in teams.
Preferred Qualifications
- Prior experience with federal quality reporting (CMS Access Rule) and incident-reporting analytics (IRMA) strongly preferred.
- Experience creating audit-ready reports and reproducible analytic pipelines.
- Familiarity with enterprise data governance, metadata standards, and cross-agency data integration.
- Public-sector or state agency data experience preferred.
Compensation & Benefits
Salary and hiring rates (range covers Trainee through full-performance Data Analyst 1):
- Data Analyst Trainee 1: $56,183
- Data Analyst Trainee 2: $62,694
- Data Analyst 1: $69,964 - $88,970
