Role Overview
This is an entry-level, hybrid Transmission Planning Engineer role based in West Sacramento, CA. The Associate Transmission Planning Engineer will work under the guidance of senior engineers to support transmission, substation, and distribution planning, model development, compliance, and project implementation. This position is represented by the Engineers and Scientists of California (ESC) and is subject to collective bargaining.

- Salary range (local): CA Minimum $99,936 — CA Maximum $150,108 annually (actual pay based on skills, experience, and other factors)
Key Responsibilities
Basecase Preparation
- Support development and coordination of basecase creation processes, schedules, and deliverables
- Coordinate and review data from internal and external stakeholders to ensure accurate basecases
- Review area and system load data to support load forecasts
- Support development of steady-state and dynamic transmission models and assumptions
- Assist in generator testing and model development
- Help develop tools and processes to support planning and project implementation
Transmission System Studies
- Perform transmission planning studies (compliance, interconnection, reliability, regional studies)
- Coordinate engineering requirements for generation/load interconnection, capacity, reliability, and economic projects
- Analyze reliability indices (e.g., SAIDI, SAIFI) to support reliability improvement recommendations
- Support annual transmission planning assessments and expansion planning
- Prepare presentations, reports, and technical materials for internal and external stakeholders
- Participate in industry initiatives and represent the client in meetings under supervision
Project Implementation
- Participate in multi-department project teams as the transmission planner
- Prepare project approval documents and conduct analyses to support project need and recommendations
- Track implementation progress and support final documentation and model updates
- Contribute to short- and long-term strategy and capital investment planning
Compliance & Regulatory
- Support preparation of regulatory filings and data requests (FERC, CPUC, CAISO-related)
- Assist with compliance requirements tied to NERC, WECC, and CAISO standards
- Support audits and gap analyses related to regulatory compliance
Qualifications
Minimum
- Bachelor’s degree in Electrical Engineering (BSEE) or graduating with a BSEE by December 2026
Desired
- ~1 year of experience in power engineering, transmission planning, or operations
- Engineer-In-Training (EIT) certificate or progress toward certification
- Familiarity with power system modeling tools, WECC/NERC criteria, and CAISO interconnection processes is a plus
