What You’ll Do

This entry-level position serves as an Assistant Resident Engineer in the Kinston Construction Office for a confidential client. You will assist the Resident Engineer with day-to-day management and contract administration of roadway and structure projects built by private contractors and supervise lower-level technicians.

Typical responsibilities include:

  • Perform project field inspections and document construction progress.
  • Prepare monthly and final pay estimates.
  • Create, review, and evaluate supplemental agreements and claims.
  • Ensure compliance with environmental erosion‑control and permit requirements.
  • Identify and resolve constructability issues in the field.
  • Represent the confidential client at formal and informal meetings with contractors, utilities, local officials, media, and the general public.
  • Use electronic tools (tablets, SharePoint, HICAMS, etc.) for documentation and communication.
  • Apply departmental safety standards to daily operations and report on-site conditions.

What We’re Looking For

Candidates should be able to communicate clearly in writing and verbally, exercise independent judgment using sound engineering principles, and perform moderate physical activity on construction sites.

Required or strongly recommended skills:

  • Experience reading and interpreting highway construction plans and contracts.
  • Familiarity with construction inspection practices and/or construction surveying concepts.
  • Ability to prepare and review contract pay estimates and documentation.
  • Basic proficiency with computers, tablets, and common jobsite collaboration tools (SharePoint, HICAMS preferred).
  • Strong organizational skills and attention to detail.
  • Comfortable working outside in varying weather and around construction equipment.

Preferred / Management Preferences

Management prefers applicants with:

  • Experience directing, assisting, or training subordinate employees.
  • Experience administering construction contracts.
  • Knowledge of the principles and practices of civil engineering applied to roadway/structure construction.

Minimum Education & Experience

  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience.
  • Necessary special qualification: may require registration as a Professional Engineer (PE) by the North Carolina Board of Examiners for Engineers and Surveyors.

Working Conditions & Other Requirements

  • The role may expose you to construction hazards, high traffic volumes, and heights over water or traffic.
  • Moderate physical activity is required (walking, climbing, kneeling, standing). Safety toe shoes are required on site.
  • May need to work nights, weekends, and holidays as required by project needs.
  • Must be legally able to operate a motor vehicle.

  • Salary range: $57,983 – $101,470 (NC16).
