The Assessor I, Real Property is an entry-level position responsible for appraising residential real property at fair market value to support property tax calculations. What You’ll Do
Confidential Client is seeking entry‑level Real Property Assessors to perform residential property inspections and valuation work in support of local property tax assessments. This role focuses on learning and applying standard appraisal methods, maintaining parcel records, and responding to assessment inquiries.
- Inspect residential real property in person in all weather conditions and accurately record physical and structural details.
- Enter and maintain property data in the Assessment Administrator & Valuation System (AAVS) and other departmental systems.
- Analyze market data and apply standard appraisal techniques to estimate fair market value consistent with state statutes and assessment procedures.
- Determine current and base full cash values for new residential construction and improvements.
- Prepare for and participate in appeal hearings (local appeals board and Maryland Tax Court) to support the department’s valuation determinations.
- Interview property owners by phone and in person to verify assessment information and explain basic valuation methods, office policies, and legal mandates.
- Travel locally as required; daily use of a vehicle may be necessary for field assignments.
Responsibilities & Key Tasks
- Perform exterior and interior inspections (as required) and document measurements, condition, improvements, and other characteristics affecting value.
- Update and maintain accurate records in AAVS following the Maryland Assessments Procedures Manual.
- Use comparable sales and market data to support assessed values.
- Assist with new construction inspections and add improvements to the assessment rolls.
- Provide courteous, accurate responses to public inquiries about assessments.
- Complete required fieldwork and reporting within assigned timelines.
Minimum Qualifications
- Four (4) years of appraisal experience involving the valuation of real property.
- Candidates may substitute a Bachelor’s degree from an accredited college or university for the required experience.
Preferred Qualifications
- Relevant coursework in Math, Engineering, Business, or Real Estate.
- A license in one of the following is preferred: Real Estate Sales License, Real Estate Broker License, or Appraiser License.
- Experience with property assessment software or municipal/county assessment processes.
Compensation & Benefits
- Salary range: $59,305 - $93,533 per year.
- Full‑time position with access to benefits including medical, prescription, dental, vision, life insurance, pension and supplemental retirement plans.
- Leave benefits (personal, annual, sick) and parental leave as described by Confidential Client policy.
- Standard mileage reimbursement for official vehicle use when authorized.
Work Location & Requirements
- This role requires willingness to work in Harford County and perform field inspections across the county.
- Employees assigned to duties requiring vehicle operation must possess a valid motor vehicle operator’s license (State of Maryland for assignments in the state).
- Upon appointment, holders of active real estate or insurance licenses may be required to place those licenses into Inactive status.
- Employees must avoid outside work or activities (including private appraisals) that present a conflict of interest.
Selection & Examination Process
Applicants will be evaluated based on education, training, and relevant experience. Candidates may be ranked (e.g., Best Qualified, Better Qualified, Qualified) and placed on an eligible list. The assessment may include a rating of submitted education and experience. Provide complete and accurate information related to qualifications.
